TITLE:         Community Diversity and Inclusion Manager

 

LOCATION:  Central Office

 

JOB GOAL: The Community Diversity and Inclusion Manager serves as Kansas City Kansas Public Schools (KCKPS) single point of contact for suppliers, businesses, the community, schools, and departments to encourage and facilitate Small, Disadvantaged, Minority, Local and Women Business Enterprise (DBE/MBE/LBE/WBE) participation in district procurement

 

ESSENTIAL FUNCTIONS:

  • Spearheads, with key department, strategic support and community partnerships to increase participation in all areas of purchasing and contracting for DBE/MBE/LBE/WBE.
  • Serves as the liaison for suppliers, businesses, the community, schools, and departments to encourage and facilitate DBE/MBE/LBE/WBE participation.
  • Prepares and delivers engaging and effective seminars/workshops for DBE/MBE/ LBE/WBE's throughout the community on purchasing and contracting procedures as outlined by K.S.A. 72-6760, competitive bidding and the district policies.
  • Serves as the point person for all diversity and inclusion communication to ensure clear and concise information is provided to the community, schools, departments, and the Board of Education to meet the specified goals for the District.
  • Designs and implements specific outreach programs to recruit potential DBE/MBE/LBE/WBE suppliers, including creating an awareness of the Inclusion and Business Assistance Program.
  • Plans, organizes, implements and reports on the activities of the district’s outreach and inclusion assistance initiatives.
  • Develops and prioritizes program objectives, timelines and outcomes.
  • Reviews, researches and troubleshoots supplier and community inquiries and issues with respect to the district’s DBE/MBE/LBE/WBE program.
  • Reviews, researches and troubleshoots supplier bid responses and no-bid responses and develops questionnaires to identify financial, systemic, perceived, or other obstacles that are preventing diversity participation in submitting bids for District Projects.
  • Coordinates the activities and functions including (but not limited to) pre-bid conferences, vendor presentations, and informational meetings for the purpose of ensuring best practices in procurement.
  • Prepares and posts of a variety of written materials (e.g. change notices, bid packages/spec, etc.) for the purpose of documenting activities and conveying information.
  • Actively participates in and facilitates regular community meetings to promote and engage outreach for bidding on contracts, and procurement opportunities.
  • Performs other job-related duties as assigned.

QUALIFICATIONS:

  • Bachelor’s degree in business or related field (Master’s preferred)
  • Three to five years' experience working in procurement field
  • Knowledge of procurement procedures and outreach programs
  • Knowledge in the area of computer application and technologies
  • Strong communication skills, both verbal and written
  • Capable of maintaining confidentiality

COMMUNICATION / ORGANIZATION: Maintains communication with district personnel and the community to promote engagement in procurement opportunities, utilizes existing technology effectively in the performance of duties.

 

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

LANGUAGE SKILLS: Ability to read and analyze and interpret general professional journals, technical procedures, or governmental regulations. Ability to write reports, correspondence, and protocols. Ability to effectively present information and respond to questions from groups of administrators, staff, parents, students, and the general public. Ability is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate to significant

 

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Generally, the job requires 70% sitting, 15% walking and 15% standing.  Specific vision abilities required by this job include close vision, distance vision, and depth perception.

TERMS OF EMPLOYMENT:       261 days

 

SALARY:               Based on KCKPS Salary Schedule

 

FLSA STATUS:      Exempt

 

REPORT TO:         Director of Purchasing

 

EVALUATION:      Performance of this position will be evaluated in accordance with Board of Education Policy
