The Kansas City, Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 22,000 students. With a Head Start program, three preschools, 30 elementary schools, 8 middle schools, and 5 college and career academies/high schools, the district serves a wonderfully diverse mixture of students. A remarkable 62 different languages are spoken in the homes of our students. To serve those students, the district employs approximately 3,650 staff, including more than 1,600 teachers.

JOB GOAL:  The primary goal of the Program Evaluation Specialist is to collaborate with the Director to coordinate and oversee program evaluations and surveys for the district. He/she will establish a multi-year evaluation plan and schedule as well as coordinate and oversee all applicable district and state perception surveys.

 

 ESSENTIAL FUNCTIONS:

  • Implement and supervise a multi-year program evaluation plan and schedule that includes formative and summative evaluations
    • Design and conduct formative and summative evaluations per the multi-year program evaluation plan and schedule; report results in a clear and concise manner, including program recommendations
    • Serve as primary evaluator for the district and liaison for outside agencies that provide program evaluation
    • Consult with district grant writers as needed for input on program evaluation planning
    • Provide educational data reports to provide results to stakeholders through a variety of mediums (charts, graphs, data presentations, etc.) as needed
    • Collaborate with district administrators and other stakeholders to prioritize programs for evaluation
  • Implement and supervise a multi-year district perception survey plan that includes, but is not limited to, surveys for students, parents, teachers, administrators and community stakeholders
    • Design and conduct district perceptions surveys for students, parents, teachers, administrators, community stakeholders and other groups as needed
    • Design and provide perception survey reports to provide results to stakeholders through a variety of mediums (charts, graphs, data presentations, etc.) as needed
    • Serve as liaison with the state or other outside agencies that wish to administer surveys within the district
  • Collaborate with the Director on data requests from schools or other offices as needed
  • Collaborate with other departments on the use and interpretation of program evaluations and educational data
  • Provide training to teachers and administrators on the use and interpretation of program evaluations and educational data
  • Other duties as assigned.

QUALIFICATIONS:

  • Master’s Degree in Educational Psychology or closely related field
  • Minimum of 3 years’ experience in the field of K-12 program evaluation
  • Proficiency with Microsoft Office products
  • Proficiency with SPSS or similar database management software
  • Knowledge of current measurement theories and experience with the design, validity and reliability of a variety of instruments
  • Ability to communicate effectively with others and function effectively as a team member in a diverse K-12 educational environment
  • Highly skilled in problem solving and managing multiple projects/priorities
  • Ability to complete all assigned job tasks, within specific time constraints, including those which may not be routine
  • Highly organized, detail-oriented, and possess the ability to adhere to strict deadlines
  • Ability to travel between schools on a daily basis.

COMMUNICATION / ORGANIZATION:

Maintain effective working relationships with students, district staff, parents and community.  Possess the ability to speak clear and concisely in written or oral communication, to enhance a cooperative action to meet educational needs of students.

 

REASONING ABILITY:  Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

LANGUAGE SKILLS:  Ability to effectively present information and respond to questions from groups of administrators, staff, parents, students, and the general public.

TERMS OF EMPLOYMENT:                        261 Days

 

SALARY:                                  Based on USD No. 500 Salary Schedule

 

FLSA:                                        Non-Exempt

 

REPORTS TO:                        Director of DERA

 

EVALUATION: Performance will be evaluated by the immediate supervisor in accordance with Board of Education Policy.
