TITLE:  Budget and Auditing Specialist – Special Education

LOCATION: Central Office and Training Center

 

The Kansas City, Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 22,000 students. With a Head Start program, three preschools, 30 elementary schools, 8 middle schools, and 5 college and career academies/high schools, the district serves a wonderfully diverse mixture of students. A remarkable 62 different languages are spoken in the homes of our students. To serve those students, the district employs approximately 3,650 staff, including more than 1,600 teachers.

JOB GOAL: Ensure accurate and timely submission of reports in support of a multi-million dollar budget

 

ESSENTIAL FUNCTIONS:

  • Maintains detailed budget reports for the Special Education Department
  • Responsible for accounts receivable and accounts payable as tracked through the District Financial Software System
  • Oversees payroll and budgets to include reports to the Kansas State Department of Education
  • Develop contracts with numerous outside agencies, insure contracts are fully approved, insure payment of contracts, and secure all necessary documentation
  • Prepare, analyze, and submit KSDE personnel reports according to timelines to insure expected revenue stream
  • Assess expected revenue and actual revenue to determine necessary budgetary adjustments throughout the fiscal year
  • Collect required information and prepare presentation for the annual KSDE Categorical Aid Audit supporting the multi-million dollars of revenue from KSDE
  • Monitor certification, licensure, and qualifications of approximately 700 special education employees, and communicate with staff regarding the needed action
  • Analyze certification status of staff needing to meet additional requirements to acquire highly qualified licensure, to include notification to staff, gathering documentation from staff and universities, and semesterly submission of reports to KSDE and Human Resources (waiver certification process).
  • Collect required information and prepare presentation for the annual KSDE Transportation Aid Audit supporting several million dollars of revenue from KSDE
  • Examine and process monthly staff in-district mileage to meet IRS timelines and insure prompt payment to staff
  • Establish alternative transportation with outside agencies for students who are not able to be served by district transportation
  • Communicate with vendors to insure the prompt and accurate delivery of ordered materials and timely payment for those materials
  • Create agenda and record minutes as the Clerk for the Wyandotte Comprehensive Special Education Cooperative’s Board of Directors’ Meetings and other meetings as deemed necessary
  • Plan and coordinate meetings and events
  • Serve as office manager for the Special Education Department, duties to include: maintenance of postage machine, copiers, and fax machine
  • Support Director of Special Education with various administrative duties as directed
  • Responsible for maintaining confidentiality of student and staff records
  • Collaborate and coordinate with Department Staff as a team player
  • Physical and emotional ability and dexterity to perform required work and move about as needed in the fast-paced work environment
  • Responsible for professional and courteous interactions with others
  • Maintain a neat and professional appearance.
  • Other duties as assigned

  QUALIFICATIONS:

  • Meets the employment qualifications set forth by the Kansas City, Kansas Board of Education and the Kansas State Department of Education
  • Bachelor’s Degree in related field required
  • Budgetary Experience required
  • Excellent interpersonal skills, professional judgment, oral, and written communication skills
  • High level of organization skills, time management, and problem solving skills
  • Ability to maintain productivity with numerous interruptions
  • Ability to communicate with a wide variety of people

 

COMMUNICATION                                                                                        

Maintains communication with teachers, other school personnel, and parents/guardians to enhance cooperative action which will meet the educational needs of students.

Provides health services, information, and counseling in an effective and positive manner to enhance the health and wellness of the school community.

Completes accident/incident reports for students/staff.

Compiles data for statistical purposes.

Maintains confidentiality regarding educational records.

 

ORGANIZATION

Maintains a daily log of school/staff visits and documentation.                           

Maintains the daily environment of the health office facility and supplies.           

Utilizes existing technology effectively in the performance of duties.                  

Performs other related work as required.                                                         

 

REASONING ABILITY:  Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

LANGUAGE SKILLS:  Ability to read and analyze and interpret general professional journals, technical procedures, or governmental regulations.  Ability to write reports, general curriculum and learning theories, correspondence, and protocols.  Ability to effectively present information and respond to questions from groups of administrators, staff, parents, students, and the general public.

SALARY:                          Based on USD #500 Salary Schedule

FLSA STATUS:                          NON EXEMPT

EVALUATION:            Performance will be evaluated in accordance with Board of Education policy
